Organized by the AmCham HR Forum, a panel discussion “Who Sets the Rules of the Game Today – Candidates or Companies?” was held, gathering HR professionals to address– the power dynamics in the labor market. The event was opened with an exclusive presentation of the findings from the AmCham Serbia 13th Lap Time survey, providing insights into the latest trends in recruitment and the state of the economy.
Through the analysis of the survey results and further discussion, it was highlighted that the market is immune to neither local nor global instabilities, and that the balance of power is slowly shifting. Due to changes in the labor market, a slowdown in economic activity, and decreased demand for workforce, it has been observed that filling junior positions has become easier. However, the real battle for talent continues at the managerial and senior levels, where the shortage of qualified personnel remains a challenge.
Panelists emphasized that in unstable times, company stability and reputation become key assets for attracting talent. Larger companies demonstrate greater resilience to labor market changes, and candidates increasingly value the security such companies provide.
Special focus was placed on employee expectations. It was concluded that while benefits are important and can sometimes be a “deal breaker,” panelists believe that candidates increasingly value flexibility, as well as opportunities for growth and professional development in the workplace.
In response to these needs, companies are developing innovative models for internal career development. The discussion covered various directions and specific tools such as job rotation and job shadowing, where employees have the opportunity to try working in a different position. This approach not only strengthens competencies but also increases motivation and employee retention within the company.
The conclusion of the gathering was that, regardless of whose side holds the “leverage” at the moment, the market winners are those companies that offer a clear development plan and a stable environment for growth.
